RAUD and the Center for Public Evaluation support prevention of deliberate bankruptcies

In the beginning of 2006 the Public Chamber at the Plenipotentiary of the President in the Northwestern Federal District established the Center for Public Evaluation. The objective for its activities is to resolve issues of economic security of enterprises of Northwestern region.
On march 22 in the Blue Hall of the Journalists’ House a roundtable discussion was held with the topic “Protection of legal rights of owners”. The Center Board Chairman Vladimir Lantsov, the Deputy Chairman of the Expert Council, the Deputy Director of the “Entrepreneurship Support Center” of the Leningrad region government Vadim Astakhov and the President of the nonprofit partnership “Protection Strategy in the Northwestern Federal district” Vladimir Maximov participated in the discussion.
Sergey Zimin, the member of the Expert Council, PhD in Law, the Deputy General Director on Legal Issues of RAUD, told about deliberate bankruptcies prevention. In case of deliberate bankruptcy first of all the interests of state, society and labor collective of an enterprise are infringed. Formerly prevention of deliberate bankruptcies was the responsibility of the Federal Service for Financial Rehabilitation which was abolished in the course of an administrative reform. The speaker offered to consider the possibility of the Center participation in enterprises raids prevention via the mechanism of deliberate bankruptcy. The expert’s opinion aroused interest of the roundtable discussion participants and mass media representatives. They offered to support the initiative and make its implementation the responsibility of the specialized commission of the Center for public evaluation.
